Tax Incentives A
number of tax incentives and credits are available through the
Louisiana Department of Economic Development and other state
agencies, including those in the list below. For more

Cost-Free Training Programs
Louisiana's QuickStart Training Program utilizes the state's
vocational-technical institutes to provide cost-free
pre-employment training customized to a company's
requirements. The Jobs Training Partnership Act Program can
help a company find trainees and will also pay a portion of
their wages while they are in training.
Credit for Employee Basic
Skills Training
Allows employers to receive a one-time $250 credit per
employee up to $30,000 for providing basic skills training to
employees in reading, writing and mathematics.
Credit for the Employment of
the Previously Unemployed
Provides a one-time credit of $750 for hiring employees who
are receiving benefits through the Family Independence
Temporary Assistance Program (FITAP) and are participating in
the FIND Work Program or have been unemployed for eight
consecutive weeks prior to hire.
Economic Development Award
Program
The purpose of the program is to provide financial incentives
in the form of linked deposit loans, loan guarantees and
grants to industrial or business development projects that
promote economic development and that require state assistance
for basic infrastructure development.
Enterprise Zones Program
Provides a tax credit of $2,500 for each net new job created
in specially-designated areas. Also provides for a rebate of
state sales/use taxes on building materials and operating
equipment. Local sales/use taxes may also be rebated. Credits
can be used to satisfy state corporate income and franchise
tax obligations.
FTA (Federal Transit
Administration) Benefit Program
Allows employers to deduct as a business expense, up to $65
provided to employees as transit or vanpool subsidies.
Foreign Trade Zones
Louisiana's six Foreign Trade Zones make it possible to import
materials and components into the U.S. without paying duties
until they enter the U.S. market. Goods shipped out of the
country from FTZs are duty-free.
Freeport Law
Cargoes in transit are exempt from taxation as long as they
are kept intact within their smallest originalshipping
container. Most manufacturers can bring raw materials into the
state without paying taxes on them until they are placed in
the manufacturing process.
Industrial Property Tax
Exemption Program
Exempts new industrial buildings and equipment from ad valorem
property taxes for up to ten years.
Inventory Tax Credit
Provides tax credits against state corporate income and
franchise tax obligations for the full amount of inventory
taxes paid. When credits are in excess of tax obligations, a
cash refund is made.
Quality Jobs Program
Provides an annual refundable credit of up to 5 percent of
payroll for a period of up to 10 years for qualifying
companies.
Restoration Tax Abatement
Program
Encourages restoration of buildings in special districts by
abating Ad Valorem Taxes on improvements to the structure for
up to ten years.
Welfare-to-Work Credit
Provides a tax credit of 35% of qualified wages for the first
year of employment and 50% for the second year, to employers
who hire qualified FITAP recipients.
Workforce Development and
Training Program
The purpose of this program is to develop and provide
customized pre-employment and workforce upgrade training to
existing and prospective Louisiana businesses.
Work Opportunity Tax Credit
Provides businesses with a one-time credit of up to $2,400
against their federal income tax liability. |
